SCSDC facilitates over a dozen block clubs and issue committees. A block club is a safe place for you to express concerns, share inspirations, and find resolutions. The City of Cleveland is full of programs to assist its residents. From painting your home to helping out in the aftermath of crime, both SCSDC and Cleveland are ready to help.

Cleveland Action to Support Housing-very low interest rate renovation loans for housing located within the City of Cleveland. Owner occupants and investors are welcome. No income restrictions, 12 year maximum term, minimum loan amount of $3,000, no maximum. cashcleveland.org
City of Cleveland Paint Refund Program: citywide program, offers refunds of up to $400 for paint and materials to homeowners and tenants (not including labor). For application information call 216.664.2045.

Code Enforcement: ensures housing code violations have been corrected. Please call 216.881.0644 to report violations.
Lead Abatement: Cleveland homes having a lead poisoned child (0-6 yrs old) or lead containing homes with children 0-6 yrs old, are eligible to receive financial assistance in abating lead hazards. Call Kendra at 216.881.0644 for more information.
Repair-A-Home (RAH): helps homeowners repair homes by offering low-interest loans ranging. These loans are only for code related repairs, mechanical repairs or health and safety repairs. Call 216.664.2045 for information.

Senior Programs
Chore Services: this program provides free home maintenance for moderate to low income Clevelanders 60+ yrs old. Services include general and heavy house cleaning, lawn mowing, removing/installing storm windows, painting (limited), simple home repairs, and carpet cleaning. They will also install smoke and carbon monoxide detectors and remove snow. Call 216.664.2833 for more information. Chore Services Brochure
Fresh Coat Cleveland: volunteers are recruited to paint homes and cut and trim yards of eligible low-income seniors and disabled adults. Call 216.664.2833 for more information.
Leaf & Lawns Program: over 3000 Boy Scouts and Leaders rake leaves annually for 1000+ Cleveland seniors through the Yard Charge Program. Call 216.664.2833 for more information
Senior Homeownership Assistance Program (SHAP): this program provides grants to Cleveland residents age 60+ or disabled adults who meet income eligibility guidelines and own single or two family homes in need of critical health, safety and maintenance repairs. Applicants must live in the property in question and be able to show clear title. Call 216.664.2833 for more information.

Home Purchase
Afford-A-Home (AAH): this program helps buyers purchase and repair affordable Cleveland homes and offers low-interest and interest-free second mortgages of $5,000 or $10,000. There is no repayment of the second mortgage required during the time the homeowner lives in the home. To qualify, the house must be vacant and require at least $25,000 of work for a single family or $30,000 for a two-family structure. Call 216.664.2045 for more information.

Utilities
Cleveland Public Power: CPP customers can receive energy conservation services, including installation of fluorescent light bulbs and replacement of “energy hog” refrigerator units. Homeowners may be eligible to receive limited roof replacement and replacement of defective electrical panels. Call 216.774.2345 for more information.
Electrical Partnership Program: this program targets high electric users who participate in the Percentage of Income Payment Plan (PIPP). The EPP program focuses on electrical energy use reduction through conservation measures and client education. Call 216.574.7120 ext. 171 for more information.
Home Energy Assistance Program (HEAP): federally funded program designed to help eligible low-income Ohioans meet the high costs of home heating. Call 216.518.4014 for more information.

Home Weatherization Assistance Program (HWAP): this program is designed to reduce energy consumption by providing insulation and air leakage repairs to homes in the City of Cleveland whose residents (both homeowners and tenants) meet HEAP guidelines. The program also includes a furnace inspection and diagnostic testing. Call 216.574.7120 ext. 127 for more information.
Housewarming: Dominion customers (homeowners and tenants) who meet HEAP guidelines qualify for the program that includes a safety inspection, heating unit repair (if needed), and/or insulation measures such as attic and sidewalls. heating unit replacements are limited to owner-occupied homes and low-income tenants. Percentage of Income Payment Plan (PIPP): allows eligible customers to make affordable energy payments. If you qualify, you can pay 10 percent of your gross monthly household income to the utility company. Call 216.518.4014 for more information

Water Conservation Program: this program serves Cleveland Water Department customers who meet HEAP income guidelines by installing water saving devices , minor plumbing repairs and emergency service line replacements (from curb to house). Foreclosure Prevention/Vacant Land
City of Cleveland Land Bank: buildable parcels are available for use in home, garage, or commercial building construction. Non-buildable parcels can be used to add driveways, enlarge current adjacent properties, add fencing, gardening, or landscaping, or to expand parking facilities. The cost of the lot is dependent on its size and usage:
1. Non-buildable lots are sold for $1 to adjacent property owners
2. Buildable lots for yard expansion are sold for $10 per foot
3. Buildable lots requested for new housing construction are sold for $100

Cleveland Housing Court has jurisdiction over criminal cases involving violations of the City’s housing, building, fire, zoning, health, waste collection, sidewalk, agriculture and air pollution codes. The court also hears civil cases involving landlord/tenant disputes.

The mission of CHN is to develop affordable housing for low and moderate income Clevelanders, with special emphasis on generating pathways out of poverty and providing homeownership opportunities. CHN offers programming in Home Lease/Purchasing, Energy Conservation, Family Support Services and Real Estate Development.

The Cuyahoga Metropolitan Housing Authority (CMHA) owns and manages property and administers rent subsidy programs. CMHA maintains an accredited police department to ensure safe places to live and work, and a social services department that develops programs to enhance the quality of life of its residents.

Community Housing Solutions (Formerly Known as Lutheran Housing Corporation) assists low and moderate income families obtain and maintain safe, decent, and affordable housing. ESOP provides assistance to homeowners who are facing foreclosure, or struggling to make their monthly mortgage payments due to a predatory lending or hardship situation. Offers programming in Foreclosure Prevention Advocacy and Direct Action Community Organizing.
